What is the Migrant Service?
Who can access?
The service is for migrants in Newport aged 18+ with an assessed housing-related support need.
People eligible to be supported under this service will include:
- ‘Asylum route’ refugees – people who have been granted refugee status following an application for asylum.
- EU migrants with EU ‘settled status’ or in some circumstances ‘pre-settled status’.
- EU Visa migrants – EU citizens who successfully applied for an EU visa after the 31 Dec 2021.
- Migrants from non-Eu countries but form part of European Economic Area (EEA) i.e. Iceland, Liechtenstein and Norway.
Demand for support is likely to be high. Therefore, it is intended that this service will support ‘new’ migrants i.e. those recently settled / arrived with specific housing-support needs relating to their new immigration status. For those migrants who are already somewhat settled in the UK / Newport with some understanding of services, housing and language etc a support application to the Newport Gateway will be referred to a variety of housing-support services.
Note, it is expected that service users with on-going housing support needs may be referred to alternative or longer-term support services once immediate support needs have been met. The Housing Support Team will use its discretion and flexibility when making referrals to ensure individuals are supported by services that can best meet all support needs.
Exclusions:
People without recourse to appropriate public funds cannot access the service. People with no recourse to public funds will be signposted to alternative services where available. People already in receipt of alternative non-HSG funded service that meet their housing-related support needs. People supported by, or eligible for support from Vulnerable Persons Resettlement Scheme (VPRS)*. Support requiring Office of the Immigration Services Commissioner (OISC) registration / training.
Every referral will be considered based upon a range of factors including risk management and level of support needs.
In agreement with the Housing Support Team referrals can be excluded that do not meet the Support Providers’ eligibility criteria or on the grounds of risk.
People supported on other Housing Support Grant funded services (including supported accommodation schemes / hostel) cannot access the service without prior agreement of the Housing Support Team (unless it is a drop-in service they are receiving). * The VPRS is team within the council which supports the resettlement of vulnerable refugees who are fleeing conflict, currently working with people from Syria, Afghanistan and Ukraine. The VPRS Team receives Home Office funding to deliver its work, including sourcing appropriate family accommodation.

Gateway Assessment Triage ↓
Housing support needs are identified ↓
Gateway Assessment & Support Worker completes housing needs and risk assessment (HS3) within 2-3 weeks ↓
Gateway Assessment & Support Worker to review HS3 – placement on Civica system / liaise with HSG for referral to an alternative housing support service.
*Newport Gateway – add a new support application onto civica or complete a HS1 and email to Gateway. Application to include full details -what support is required, information on the housing support needs.

We have workers who speak Czech, Polish, Slovak fluently. We use language line for other languages
The service is delivered at the drop in services, and we use our offices on Commercial Street or the Salvation Army for appointments. We do occasionally drop off food parcels, but we normally expect people to collect them themselves.
